may exercise in relation to a vehicle in the State any of the powers the
police officer or office holder has under that other jurisdiction's
vehicle impounding laws in relation to a vehicle if—
(a) the
person connected with the vehicle has a connection with a cross-border region;
and
(b) if
the exercise of the power is for the purpose of giving effect to a court
order—the order was made by a prescribed court of that other
jurisdiction.
