by clandestine or dishonest means, attempt to discover how a voter voted.
Maximum penalty: $1 250 or imprisonment for 3 months.
(2) No person may open
an envelope containing a declaration ballot paper except the returning officer
to whom it is addressed, or an officer acting with the authority of that
returning officer.
Maximum penalty: $750.
