If an amount is paid to a registered political party for special assistance
funding under this Division, the agent of the party must ensure that no part
of the amount—
(a) is
deposited in a State campaign account kept under this Part; or
(b) is
used for political expenditure in relation to an election (whether held under
this Act or any other Act or law relating to elections).
