For the purposes of this Act, the reasonable costs and expenses that have been
or would be incurred by the Authority, another administering agency or some
other public authority or person in taking any action are to be assessed by
reference to the reasonable costs and expenses that would have been or would
be incurred in having the action taken by independent contractors engaged for
that purpose.
