appointment of poundkeeper
A notice of the establishment of any public pound or of the appointment or
removal of any poundkeeper shall be published in the Government Gazette, and
such notice shall in all legal proceedings, and for all intents and purposes,
be prima facie evidence that such pound was legally established, or that such
poundkeeper has been legally appointed or removed, as the case may be.
