The objects of this Act are—
(a) to
promote a system of rail transport in South Australia that is efficient and
responsive to the needs of industry and the public; and
(b) to
provide for the operation of railways; and
(c) to
facilitate competitive markets in the provision of railway services through
the promotion of the economically efficient use and operation of, and
investment in, those services; and
(d) to
promote the efficient allocation of resources in the rail transport segment of
the transport industry; and
(e) to
provide access to railway services on fair commercial terms and on a
non-discriminatory basis.
