(1) No act or
proceeding of the Committee is invalid or illegal in consequence only of the
number of members of the Committee not being complete at the time of the act
or proceeding.
(2) Every act and
proceeding of the Committee is, notwithstanding any defect in the nomination
of a member, as valid as if that member had been properly nominated to the
Committee.
