FACT SHEET Place Names Bill 2019 The purpose of the Bill is to provide for the repeal of outmoded clauses pertaining to Nomenclature in the Survey Coordination Act 1944, and the establishment of a new Place Names Act to introduce contemporary place naming processes. The Place Names Bill will provide for: The establishment of a Place Names Advisory Panel comprised of government and community members, chaired by the Surveyor General; The clarification of the meaning of ‘place’; The establishment of Guidelines to be endorsed by the Minister; The establishment of a Register of place names and a Registrar to administer it; The processes for the submission and approval of place names; The establishment of the relevant Responsible Authority for the naming of roads, streets and State highways; The introduction of penalty provisions for the deliberate misrepresentation of place names; The introduction of warning notices and infringement notices for breaches of the Act; The provision to make Regulations pursuant to the Act; Repeal of Sections 20A, 20AB, 20B, 20C, 20D, 20E, 20F, 20G, 20H, 20J, and 20K of the Survey Coordination Act 1944 which relate to Nomenclature. The new Guidelines provide the detail in relation to proposing names and the consultation requirements that apply. The Guidelines reference the Aboriginal and Dual Names Policy which has been recently revised by the Government. The Register will be public facing and allow for the continuous noting of the status of particular naming submissions. The Warning Notices, Infringement Notices and Penalty provisions allow for a graduated approach to breaches of the Act relevant to the nature and severity of the breach. The Place Names Advisory Panel will provide the Minister with a recommendation in relation to a naming proposal, other than a proposal for a road or street, and the Minister may either accept or reject the recommendation. Local Government will be empowered to name all roads and streets within their municipalities unless the road is the naming responsibility of another authority such as Hydro Tasmania. Page 1 of 1
