Preamble
WHEREAS in or about the year One thousand eight hundred and seventy-five there was formed in the Colony of Victoria a certain voluntary association called Victoria Amateur Turf Club (hereinafter called the "Turf Club"):
AND WHEREAS in the year One thousand nine hundred and fifty-six a club called the Melbourne Racing Club (hereinafter called the "Racing Club") was constituted under Melbourne Racing Club Act 1956 :
AND WHEREAS at a general meeting of the Turf Club held on the fourth day of March One thousand nine hundred and sixty-three it was resolved that a postal ballot be held and pursuant to that resolution a postal ballot was duly held on the nineteenth day of March One thousand nine hundred and sixty-three and the resolution set out in Part A of the First Schedule was passed by a majority of the members of the Turf Club who voted at the ballot:
AND WHEREAS at a general meeting of the Racing Club held on the fourth day of March One thousand nine hundred and sixty-three the resolution set out in Part B of the First Schedule as passed by an absolute majority of the members of the Racing Club:
AND WHEREAS it is expedient that the amalgamation of the said clubs should be

AND WHEREAS the various items of real property more particularly described in the Second Schedule to this Act are now held upon trust for the members for the time being of the Turf Club and personal property of substantial value is now vested in the committee of the said club for the purposes of the Turf Club:
AND WHEREAS the various items of real property more particularly described in the Third Schedule to this Act are now vested in the Racing Club and personal property of substantial value is also vested in the Racing Club:
AND WHEREAS for the better management of the affairs of the Turf Club and the Racing Club and the better maintenance and control of the real and personal property aforesaid and for the more efficient development and use of the properties vested in the said clubs it is expedient that the said clubs be amalgamated and for that purpose that there should be constituted a body corporate under the name of Victoria Amateur Turf Club (incorporating the Melbourne Racing Club) and that all the real and personal property aforesaid be vested in and held by the body corporate and that all such powers and authorities as may be necessary or expedient for that purpose shall be granted by the Parliament of Victoria:
BE IT THEREFORE ENACTED by the Queen's Most Excellent Majesty by and with the advice and consent of the Legislative Council and the Legislative Assembly of Victoria in this present Parliament assembled and by the authority of the same as follows (that is to say):
