declaration made under section 136F(2), an adoption compliance certificate is
evidence, for the laws of the State, that the adoption to which the
certificate relates —
(a) was
agreed to by the Central Authorities of the countries identified in the
certificate; and
(b) was
carried out in accordance with the Hague Convention and the laws of the
countries identified in the certificate.
