103 .         Section 8.17 amended

                In section 8.17:

            (a)         delete “an Inquiry Panel is to” and insert:

                        an Independent Inquiry must

            (b)         in paragraph (b) delete “Inquiry Panel; and” and insert:

                Independent Inquiry; and
