132 .         Section 9.17 amended

                In section 9.17(3):

            (a)         delete “Unless otherwise prescribed by regulation, the” and insert:

                The

            (b)         delete “a local law may prescribe” and insert:

                may be prescribed

            (c)         delete “10%” and insert:

                20%
