the following subsection is inserted —
“
(1a) A person who drives a motor vehicle for a purpose or
in a manner set out in regulations under section 43(1)(aa) without the
authority to do so conferred by an endorsement on the licence under that
section is not the holder of an appropriate, valid driver’s licence.
