This presentation is an attempt to distil (in hindsight) what are the key policy decisions that underlie AustLII's particular approach to providing free access to legal information. The 10 policies identified have remained relatively consistent for nearly 20 years, although the significance of some were not at first apparent. Together with a particular approach to technologies, and supportive University environments, they have shaped AustLII and what it has achieved. These policies are not shared by all other legal information institutes (LIIs), and some may be controversial. The argument of this presentation is that they are a coherent approach to providing free access to legal information, but not the only approach likely to succeed.
