Aboriginal Social Justice - Darug comes together

The ‘Social Justice Package’ was to be the third arm of the Federal Government's response to the Mabo v Queensland [No. 2] decision by the High Court in 1992 (the other two arms being the Native Title Act 1993 (Cth) and the establishment of the Indigenous Land Corporation). The Social Justice Package is designed to address the disadvantage experienced by Indigenous people that is created by dispossession and ongoing colonisation.

'Aboriginal Social Justice - Darug comes together' covers highlights of a community information meeting held on Darug land in August 1996. The meeting addressed such questions as:

Amendments to the Native Title Act 1993 (Cth)

ATSIC has released a discussion paper, Proposed Amendments to the Native Title Act 1993 - Issues for Indigenous People, to provide information on the proposed changes to the legislation (see reference on page 10 of this issue of the Aboriginal Law Bulletin).

Miss Lois of O'Donoghue, former Chairperson of ATSIC, has said 'We are now at the end of 1996 with a set of amendments from June still in the [House of] Representatives, and with a mass of extra amendments having been introduced into the ... Representatives on 17 October ... The sheer number and complexity of the amendments and associated documentation put out by the Government is staggering ... Even those closest to the issue have found it hard to keep up with, and make sense of, what the Government has been doing.

Changes to the ALB

We are progressively phasing out our arrangement with the Alternative Law Journal (ALJ), where the ALB was a free insert for ALJ subscribers. Subscribers to the ALJ will now need to subscribe directly to the ALB, when their ALJ subscription comes up for renewal. However, they will be able to subscribe to the Aboriginal Law Bulletin at a $10 discount until the relationship with the ALJ is completely phased out.

The price of the ALB's annual subscription will be going up from January 1997. The costs will be now as follows: $40 for individuals ($45 for overseas subscribers), $45 for organisations ($50 for overseas subscribers). Subscriptions received by 17 January 1997 can be made at the 1996 rate.

Please renew your subscription-your ongoing support is needed. There is a subscription form on page 14 of this Aboriginal Law Bulletin. And after all, the ALB is still great value for money!

March 1997 will be the 90th issue of the Aboriginal Law Bulletin, and the final issue of the third volume. After this time we will be changing the name of the ALB to better reflect Australian Indigenous identity, as well as our volume numbering system. Any ideas for a new name will be most gratefully received.

The February 1997 issue of the ALB will be focusing on Indigenous people's intellectual property rights. People interested in contributing are invited to send papers to the ALB (of no greater than 3,000 words in length) by 20 January 1997.

Many thanks to all our contributors and supporters during 1996. As you all know, it has been a difficult year in Indigenous affairs in Australia. Your support has been important in the continued production of the Aboriginal Law Bulletin.

New Chairperson of ATSIC

The new Chairperson of ATSIC was announced on 6 December 1996. He is Mr Gatjil Djerrkura, an elder of the Wangurri clan in Arnhem Land, and General Manager of Yirrkala Business Enterprises in the Northern Territory. Mr Djerrkura is also the former head of the Aboriginal and Torres Strait Islander Commercial Development Corporation.
