Administrative Review Council - Admin Review |
The Joint Standing Committee on the National Capital and External Territories tabled Quis custodiet ipsos custodes? Inquiry into Governance on Norfolk Island on 3 December 2003.[1] The report contains a wide range of recommendations aimed at providing accountability mechanisms that are not currently present, among them the following:
• extension of the New South Wales Independent Commission against Corruption to cover Norfolk Island’s Legislative Assembly, Administration, and all statutory boards and government business enterprises • extension of the jurisdiction of the Norfolk Island Administrative Review Tribunal to all decisions about pensions and benefits and all related health and medical assistance matters • extension of the Commonwealth Ombudsman’s jurisdiction to include conduct occurring under a Norfolk Island enactment or by an authority in the Territory of Norfolk Island • application of either the Commonwealth or the ACT Freedom of Information Act • conferral of jurisdiction on the Commonwealth Ombudsman to deal with matters arising under freedom of information and whistleblower legislation.
