(1) A governing board member is not civilly liable for anything done or omitted to be done honestly and without recklessness—
(a) in the exercise of a function under a territory law; or
(b) in the reasonable belief that the act or omission was in the exercise of a function under a territory law.
(2) Any liability that would, apart from this section, attach to a governing board member of a territory authority attaches instead to the authority.
