Commonwealth Consolidated Acts Commonwealth Consolidated ActsA Biosecurity Import Risk Analysis (or BIRA ) is an evaluation of the level of biosecurity risk associated with particular goods, or a particular class of goods, that may be imported, or are proposed to be imported, into Australian territory, including, if necessary, the identification of conditions that must be met to manage the level of biosecurity risk associated with the goods, or the class of goods, to a level that achieves the ALOP for Australia.
