Note: CAR 269 allows CASA to vary, suspend or cancel a licence,
certificate or authority, but under that regulation CASA must give the holder
of the licence, certificate or authority notice and allow the holder an
opportunity to show cause why the licence, certificate or authority should not
be varied, suspended or cancelled.
