FREEDOM OF INFORMATION ACT 1982 No. 3 of 1982 - SECT 88

88. The parties to a proceeding before the Document Review Tribunal in respect
of a question referred to that Tribunal under section 58 in relation to a
document to which an agency or Minister has refused to grant access in
accordance with a request under this Act shall be -

   (a)  that agency or Minister; and

   (b)  the applicant.
