STATES GRANTS (TERTIARY EDUCATION ASSISTANCE) ACT 1978 No. 188, 1978 - SECT 35

35. The Minister and the Minister for Finance may make arrangements for the
making by the Minister for Finance to a State, by way of financial assistance
to the State, of advances on account of an amount that is expected to become
payable under section 9 or 17 to the State, and the conditions that would be
applicable to a payment of the amount under that section are applicable to any
such advance.
