12. Application may be made to the Administrative Appeals Tribunal for a
review of:

   (a)  the Minister's decision under subregulation 5 (1) to ask the
        Comptroller-General to seize a vehicle or cargo; or

   (b)  the Minister's decision under subregulation 10 (1) to make a
        forfeiture order.
