Presiding member

(1): The DAA Chair must preside at all meetings of the DAA at which he or she is present.

(2): If the DAA Chair is to be absent from a meeting of the DAA, he or she may nominate a DAA member to preside at the meeting.
(3): If the DAA Chair is absent from a meeting of the DAA and has nominated a DAA member to preside at that meeting, that member must preside at that meeting.
(4): If the DAA Chair is absent from a meeting of the DAA and has not nominated a DAA member to preside at the meeting, then a majority of the DAA members present must elect one of their number to preside at the meeting.
(5): Subregulations (2), (3) and (4) do not apply after the first DAA phase-down period.
