3.1 Omit the regulation, substitute: When levy is due and payable

"4. For the purposes of section 110 of the Management Act, levy is due and
payable for a fishing permit:

   (a)  if the permit is granted before the commencement of this regulation-on
        or before 14 April 1994; and

   (b)  if the permit is granted after the commencement of this regulation-on
        the grant of the permit.".
