4. An advertisement under section 57 of the Act shall be published-

   (a)  where the inquiry relates to a matter of national significance-

        (i)    in a newspaper circulating generally throughout Australia; or

        (ii)   in 2 or more newspapers each of which circulates generally
               throughout an area that, together with the areas throughout
               which the others of those newspapers circulate generally,
               comprises the whole of Australia; or

   (b)  where the inquiry relates to a matter of regional significance-

        (i)    in a newspaper circulating generally throughout the region
               concerned; or

        (ii)   in 2 or more newspapers each of which circulates generally
               throughout an area that, together with the areas throughout
               which the others of those newspapers circulate generally,
               comprises the whole of that region.
