CROWN LAND MANAGEMENT ACT 2016 - SECT 12.13

12.13 Holding cannot be transferred if in arrears

Subject to section 5.27, the holder of a holding cannot transfer the holding to another person unless any debt to the Crown in respect of the holding has been fully paid by the holder.
