"force" includes the threat of the use of force and use of
instruments of restraint.
"instruments of restraint" includes handcuffs, ankle cuffs, flexi cuffs,
restraining belts, riot shields and such other articles, or classes of
articles, as are declared by the Secretary, by order published in the Gazette,
to be instruments of restraint for the purposes of this Regulation.
