"consent" means consent to the proposed adoption given under part 2 .
"dispensation application" means an application under part 2 , division 6 ,
for an order dispensing with the need for a parent’s consent.
"parent" , of a child, does not include a person if, under section 39 , a
court has dispensed with the need for the person’s consent to the child’s
adoption.
