After section 68 —
insert—
68A Restriction on eligibility for transfer to low custody facility(1) A prisoner (an
"ineligible prisoner" ) is not eligible to be transferred from a secure facility to a low custody facility if the prisoner—(a) has been convicted of a sexual offence; or(b) has been convicted of murder; or(c) is serving a life sentence.(2) Subsection (1) is subject to section 268.(3) In this section—
"low custody facility" means—(a) a prison, other than a secure facility; or(b) a community corrections centre; or(c) a work camp.
