This Part does not apply to discrimination on the ground of the identity of a
spouse or domestic partner if the discrimination is, having regard to all the
circumstances of the particular case, reasonably necessary to preserve
confidentiality, avoid conflicts of interest or nepotism or reasonably
apprehended conflicts of interest or nepotism or protect the health or safety
of persons.
