reference to an offence committed by a person includes a reference to an
offence allegedly committed by a person that the person has expiated.

"expiate" includes pay the amount payable in connection with an infringement
notice or penalty notice issued under a law of another State or Territory of
the Commonwealth in respect of an alleged offence.
