28—Power of Council to delegate
(1) The Council may,
with the approval of the Minister, delegate any of its powers or functions
under this Act to the Board.
(2) A delegation under
this section—
(a) must
be by instrument in writing; and
(b) may
be absolute or conditional; and
(c) is
revocable by the Council at will; and
(d) does
not derogate from the power of the Council to act in any matter.
