For the purposes of section 20(2) of the Act, a licensed security agent
who is issued with an identification card under regulation 11 must, while
performing the function of controlling crowds at the place in respect of which
the card is issued, wear the identification card on his or her chest securely
attached to the outside of his or her clothing so that at all times the
numbers on the card are clearly visible to other persons.
