Any person who, without lawful authority or excuse, purchases, receives, or knowingly has in his custody or possession is guilty of a crime.(a) any special paper provided and used for making treasury bills or any revenue paper, before such paper has been duly stamped, signed, and issued for public use;(b) any die peculiarly used in the manufacture of any such paper; or(c) any forged representation or imitation of any such thing as aforesaid Charge: Unlawfully purchasing [ or having in possession] revenue paper [ or a die for revenue paper].
