(1) A relevant decision-maker may grant a group permit, subject to any conditions he or she thinks appropriate, on his or her own initiative or at the written request of a person.(2) A relevant decision-maker must not grant a group permit if satisfied that the granting of the permit would create a biosecurity risk that is inconsistent with the objectives of this Act.(3) If a relevant decision-maker refuses to grant a group permit that has been requested by a person, the relevant decision-maker is to notify the person in writing of the refusal.(4) No right of appeal lies against a decision of a relevant decision-maker to refuse to grant a group permit under this Act.
