Victorian Current Acts Victorian Current Acts(1) The Commission in determining an appeal against the failure of the Authority to select a person for promotion must have regard to the merit of the person selected for promotion and the appellant.
(2) In this section "merit" means—
(a) skills, knowledge, aptitude and experience relevant to the requirements of the position; and
(b) special qualifications, fitness (including physical fitness), diligence and good conduct.
