Victorian Consolidated Regulations Victorian Consolidated RegulationsIt is a defence to a charge under regulation 7(1) or 8(2) that the person charged took all reasonable steps to have in the person's possession or to produce for inspection (as the case requires) a ticket that was valid for the whole of the person's travel that were available—
(a) before commencing the travel; and
(b) while undertaking the travel.
