In an investigation under this Division, the Commission—
(a) may carry out any inquiries into the subject matter of the investigation that the Commission believes are necessary; and
(b) must act as expeditiously and with as little formality as is reasonably possible; and
(c) is bound by the rules of natural justice; and
(d) is not bound by the rules of evidence; and
(e) before making a decision affecting a person, must give the person an opportunity to make submissions to the Commission about the decision.
