(1) The Governor, by
proclamation, may declare that the right to the exclusive use and benefit of
any area to which this Part applies specified in that proclamation shall be
reserved for the Aboriginal inhabitants of that area, being persons who are or
have been normally resident within the area, and their descendants.
(2) Regulations made
in relation to an area to which subsection (1) applies may provide for the
compilation, maintenance, and use of documentary evidence as to the
entitlement of persons to any interest in the use of, or benefit to be derived
from, specific areas of land or in the enjoyment of natural resources related
to customary land use.
