(1) In this
Subdivision —
child means a child who is the subject of a
placement arrangement or a secure care arrangement;
place of residence , in relation to a child, means
the place where the child lives under a placement arrangement or a secure care
arrangement.
(2) For the purposes
of this Subdivision there is lawful authority for an act if —
(a) the
act is done with the written consent of the CEO; or
(aa) for
a child who is the subject of a secure care arrangement — the act is
done in accordance with procedures approved by the CEO for the secure care
facility where the child lives; or
(b)
except in section 106, the act is done by, or with the written consent of, a
carer of the child concerned; or
(c) in
the case of a child who is the subject of a negotiated placement agreement,
the act is done by, or with the written consent of, a parent of the child.
