Where any lands,
works, structures, or undertaking is the property of, or is under the control
or management of, an energy operator or of a party to an Agreement of the kind
referred to in section 5(1)(b) and in the opinion of an officer a person is
engaging in or about to engage in any act or behaviour in relation to matters
for which that officer has a responsibility under this Act or that Agreement
that does or may constitute a danger to life or to health, or is likely to
cause interference with the due function of any generation, transmission,
distribution or supply of energy, then it shall be lawful for that officer to
use such force as is reasonably necessary to restrain that person and to
obviate any such danger or interference.
