Where an officer has
reasonable grounds to believe that a person has contravened this Act, or any
regulation or by-law made thereunder, and that person fails or refuses to
furnish his name and address to the officer on request, or furnishes a name
and address that the officer reasonably believes to be false, the officer may,
without warrant other than this section, apprehend the person and deliver him
to a police officer who shall deal with him according to law.
