(1) Except if the
entry is authorised by the warrant of a justice, entry by or on behalf of a
local government on to any land, premises or thing is not lawful unless
—
(a) the
consent of the owner or occupier has been obtained; or
(b)
notice has been given under section 28.
(2) If notice has been
given under section 28, a person authorised by the local government to do so
may lawfully enter the land, premises or thing without the consent of the
owner or occupier unless the owner or occupier or a person authorised by the
owner or occupier objects to the entry.
