(2) Proceedings for an
offence under this Act or any regulation or local law shall not be taken by
any person other than by a party aggrieved, or by the CEO, the Chief Health
Officer or the local government of the district in which the offence is
committed, or an officer of the local government, or a member of the police
force, without the consent in writing of the Attorney General.
