(1) A complaint about
a service provider referred to in section 320(1) may be made by another
service provider on behalf of a person who has or may have a mental illness or
if the Director is satisfied that —
(a) the
person has died; or
(b)
because of the person’s state of health or general situation, it would
be difficult or impossible for the person to make a complaint.
(2) A complaint about
a service provider referred to in section 320(1) may be made by another
service provider on behalf of a carer of a person who has or may have a mental
illness or if the Director is satisfied that —
(a) the
carer has died; or
(b)
because of the carer’s state of health or general situation, it would be
difficult or impossible for the carer to make a complaint.
