(1) In this section
—
owner , in relation to —
(a) a
vessel or part of a vessel, means the owner immediately prior to the time of
the loss or abandonment of the vessel or part of the vessel;
(b) a
thing in the water that was in or on a vessel, means the owner of the vessel.
(2) For the purpose of
performing his or her principal functions a harbour master may direct the
owner of a dangerous thing in the port to do any or all of the following
—
(a) to
move the dangerous thing out of the port or to another place within it;
(b) to
destroy the dangerous thing;
(c) to
sink the dangerous thing.
