A harbour master must
not direct that a vessel or dangerous thing be moved out of a port unless
satisfied that there is no other place in the port where the vessel or
dangerous thing can lie without —
(a)
obstructing other vessels; or
(b)
hindering the efficiency of the operations of the port; or
(c)
endangering the safety of people or property; or
(d)
polluting the waters of the port.
