(1) In conducting an
inquiry the inquirer —
(a) must
act with as little formality as possible; and
(b) is
not bound by the rules of evidence and may inform himself or herself on any
matter in any manner the inquirer considers appropriate; and
(c) may
receive written or oral submissions; and
(d) may
consult any person the inquirer considers appropriate.
(2) Subject to this
Part and the regulations, the inquirer may determine the procedure to be
followed at, or in connection with, an inquiry.
