may, by order, stay the operation of a decision of the Tribunal pending the
determination of an application for leave to appeal from the decision and of
any appeal.
(2) Subject to any
order made by the Supreme Court, an appeal does not affect the operation of
the decision appealed against or prevent the taking of action to implement the
decision.
