(a) The
duly authorised officer may refuse to issue or grant a permit under
regulation 19, or may, on refunding to the owner or occupier who paid the
fee in respect thereof, cancel any permit already issued or granted
thereunder, when in any case after inspection he is satisfied that,
notwithstanding that all the precautions required to be taken under the
regulation in connection with the proposed burning are taken, the proposed
burning may nevertheless be or become a source of danger by escaping from the
land on which it is intended to carry out the burning or he may issue a permit
subject to such conditions or requisitions as he considers necessary and
specifies in the permit.
(b)
Where a permit subject to specified conditions or requisitions is issued under
this regulation, a person shall not carry out the burning authorised by the
permit unless he complies with the conditions and requisitions so specified.
